Do we need a Content Rating System similar with Films for website?

Web content rating systems give viewers an idea of the suitability of a website for children or adults. Many countries have their own rating system and each country’s rating process may differ due to local priorities. Websites are rated by either the organization that manages the system, the broadcaster or by the content producers themselves.
A rating is usually set for each individual webpages of a category. The rating can change as such it is impossible to state what kind of rating a website has, without stating when and where this rating applied.
New technologies using MetaData could potentially filter content meant for specific countries without the Great China Firewall. You can filter a tweet, a link, a video, music etc, every bit of information from the world wide web. You can also filter keywords, sentences, paragraphs or different languages.
Categories of MetaData eg Headers, Subheaders etc
